This question is a follow up to question 22202

Regarding question 22202, which took place in Washington State, this state's youth rules allow for an indirect kick restart in such a circumstance:

301.9 Restarting Play After An Injury
In the case of a temporary suspension due to an injury or any unusual situation, if one team is clearly in possession of the ball, the game shall be restarted by an indirect free kick by the team in possession of the ball at the point where the ball was when play was suspended. Should there not be clear possession at the time play is suspended due to an
injury or any unusual situation, there will be a drop ball at the spot where the ball was declared dead.

Thank you for pointing out this illegal modification by the State of Washington which, even if forbidden by FIFA/USSF, must be adhered to by your referees.

Another case of administrators deciding to make unauthorized changes to the Laws. Not that my own state admin is any better.

Still, if the youth soccer code has over 300 sections to it, is it any wonder that many referees don't know what to do?
