Law 8 - Start and Restart of Play 6/9/2008

This question is a follow up to question 19289

A clarification regarding question #19289: Washington Youth Soccer rules of competition include a modification that allows the referee the discretion to restart the match with an IDFK for the team in possession if the match is stopped for injury.

Ain't it wonderful how local administrators can muck up the simple Laws of the Game, so that it becomes nigh impossible to remember which code you're working under? Our league has us showing cards to coaches, and having cautioned players subbed out. None of these are listed under the FIFA allowable modifications for youth play.
