Question Number: 17882

Law 16 - Goal Kick 11/12/2007

RE: Rec Under 10

David of Houston, TX USA asks...

This question is a follow up to question 17745

A player botched a goal kick completely, he undercut the ball, lifted it into the air with no forward motion to speak of. With the help of the wind, the ball was heading toward his own goal when his keeper tried to stop the ball, deflecting it but the ball went into the goal anyway. Is it a goal?

Second question, if the keeper had saved the ball, what is the correct restart?
Thanks.

Answer provided by Referee Chuck Fleischer

There is a little known, by parents anyway, thing about all free kicks taken by a team inside their own penalty area. The ball is in play when it is kicked directly beyond the penalty area onto the field of play. Clearly this has not happened in the case so the ball is not in play. The correct restart of play in all cases such as this is to try again to kick the ball directly beyond the penalty area. There is no goal, no second touch by the goalkeeper actually this is a non thing. It just happened and we go again.

Regards,

It's an oopsie! Do-over! No goal! For all the reasons Ref Fleischer notes. Check out Law 16 in the Laws of the Game.

Answer provided by Referee Keith Contarino

The restart in either case is a goal kick. The ball must leave the penalty area before it's in play. In no way can a goal be awarded unless the ball crosses under the cross bar and between the goalposts in accordance with law 10. Not that this is relevant here as the ball was never in play but a referee can NEVER award a goal he thought would occur were it not for foul play of some kind

Answer provided by Referee Debbie Hoelscher

The ball was never in play, therefore its restart must be the original restart: a goal kick.

If the ball never left the penalty area, then its a rekick.
