Question Number: 17025Law 8 - Start and Restart of Play 10/1/2007RE: Recreation / Club Under 18 of , USA asks...This question is a follow up to question 16944 Referee Contarino states [16944] "This is true of EVERY restart. " I believe he has forgotten the dropped ball restart, the ONLY restart where a player is allowed to kick the ball again without another player having touched it first.
Great site, really enjoy reading the questions and responses. Just didn't want people calling a second touch on dropped balls! Answer provided by Referee Chuck Fleischer Not to quibble but a dropped ball is a restart of play initiated by the referee not a player. Once the ball is dropped there is a finite amount of time where it is not in play; as it falls to the ground it is not in play. When the ball strikes the ground it is instantly IN play so the restart of play has already happened BEFORE the first player touches it. Subtle, yes -- but the Law.
