Question Number: 16944Law 14 - Penalty kick 9/27/2007RE: Competive High School Soccer Coach of Guelph, Canada asks...Last night during a high school soccer team a penalty shot was awarded to the visiting team. The player selected to take the shot let it rip and it hit the soccer goal post and bounced back to the player who took the penalty shot. He immediately kicked the ball again and scored. The referee indicated that the goal would not count as it had to be touched by either the goalkeeper or another player before the player who took the penalty kick could kick it again. Is this true? Answer provided by Referee Keith Contarino Yes it is. The taker of the penalty kick may not touch the ball a second time until it has touched any other player and this includes the keeper. This is true of EVERY restart. No second touches are allowed until the ball touches another player.
