in case a team fails to arrive on time then what are the (fifa) walk over rule.

Harry, you'll find FIFA have not a lot to say in matters that your league should mandate. Your league knows traffic conditions, weather conditions and train schedules better than FIFA. Kindly check with the league secretary for their ruling.
