are we talking about a goal kick? The ball must be stationary, on the ground inside the goal area and is in play when kicked . You cannot use the hands and the goal kick is unrestricted with regards to offside as it does not apply!
If we are talking about a punt out or any other form of free kick existing the goal or PA area , offside would apply as the ball is live in play. EXCEPT on throw ins and corner kicks which like goal kicks are exempt from offside restrictions to start play off!

The goal kick is governed by Law 16.
For a goal kick to be legal the ball must be at rest inside the goal area and it is kicked by any player from the kicking team including the goalkeeper. The ball is in play when it is kicked and moved.
The ball cannot be punted or drop kicked by the goalkeeper at a goal kick.
Offside does not apply from a goal kick
There can be unique competition rules for small sided games such as in our area there is no goal area so the edge of the smaller penalty area is used which is also a ground kick.
