Question Number: 33601League Specific 8/27/2019RE: Comp. Under 11 Larry of Danville, CA USA asks...I believe I understand the Build-Out-Line for goal kicks and Keeper possession, but what about a free kick for the defense? Say you call offside at the edge of the goal area, so other than being an IDFK it is basically a goal kick, yet the opposing team does not need to be behind the BOL. Seems to me they should be in keeping with the intention of the BOL, but I have not seen anything that states the BOL is in affect in that situation. Answer provided by Referee Joe McHugh Hi Larry
The concept of a Build Out Line is to encourage playing the ball out of the back, in a less pressured setting. Without the concept teams would high press waiting for the moment the ball to leave the penalty area to contest for possession which discouraged team to attempt the playing out from the back for fear of losing the ball in a dangerous position. My understanding is that the Build Out Line does not apply to defensive free kicks or throw ins. Some areas have expressly stated in its competition rules that BOL does not apply to free kicks.
On free kicks the opponents must retreat 10 yards from the ball so there is a sort of built in pressure release anyway.
