This question is a follow up to question 32680

A free kick inside your own penalty area must leave penalty area to be in play (ie goal kick) or kick is retaken. Is there an exception however if there is handling before ball leaves penalty area. Example keeper takes goal kick and a teammate handles ball before it leaves penalty area, is a PK awarded or goal kick retaken

Hi Eduardo,
There is no exception in this situation for handling. If a player from either team handles the ball before it leaves the penalty area, the goal kick (or free kick) is retaken.

There are no exceptions. The ball is not in play until the ball leaves the penalty area so an offence cannot be committed while the ball is not in play.
That though may not totally exonerate the player. If the player did it for unsporting reasons the referee can deem it misconduct for delaying the restart or unsporting behaviour. The restart does not change which is still the goal kick or free kick.
For example if say in the 90th minute the ball is kicked to a defender who sees an attacker closing him down goes into the penalty area and picks the ball up. The player can be cautioned for delaying the restart or USB yet the restart does not change.
However let us say that the ball is miskicked and the ball does not leave the penalty area and the defender picks it up to throw it back to the kicker no action is required and the restart is retaken. Same would apply to the ball that is touched a few feet inside the penalty area in eagerness to get on with play. Again it is simply a retake.

You can not apply advantage until the ball is IN play. ON outgoing free kicks from the defenders own PA the ball must first completely exit. It it was simply stubbed and rolled to be picked up or went off the hands or body from an errant miskick we just retake That said one could caution show a yellow card to a defender for delaying restart or as an act of USB if the ball was headed to an opponent thus done to thwart the possibility. The restart remains the same!
