Question Number: 31499Law 5 - The Referee 4/30/2017RE: Rec Under 19 Dave Bober of Waynesville, NC US asks...Ordered a youth referee kit for a new ref...along with everything he received his yellow and red card and also a card with a '2' on it. What is its purpose? We are very curious. Answer provided by Referee Joe McHugh Hi
A few ideas here
1. Yellow and red cards are not unique to FIFA soccer. Other codes and sports use them so perhaps the card is used in another code / sport
2. A card with a 2 on it is not part of the Laws of the game.
3 Some codes along with Small Sided games have a Blue card which signifies a timed suspension or a type of expulsion.

Although I have never heard of using a '2', I suspect that it is used to indicate that a red card (disqualification) is given for a second yellow card (Caution). This is important for high school games in states where an additional penalty (fine/suspension) for a second caution disqualification is different than for a straight red card disqualification. Please note that this is just a guess.
