Answer provided by Referee Joe McHugh Hi Ralph That is a competition rule and you should check with the competition organisers. Generally this is a modification for very young players. Once above 10 say U12s it is off the ground. I also find that a word with the coaches on the day can confirm local rules. I did a 9 v 9 game recently and I was unsure of some local rules on a small sided pitch. A chat with the coaches before the game confirmed for me the amended rules. In the absence of specific local rule the kick should be from the ground.

View Referee Joe McHugh profileAnswer provided by Referee Gary Voshol You're probably thinking of what I called 'not a goalkick' that has been implemented for younger players. Instead of the normal goalkick defined in the Laws, the ball is given to the goalkeeper who may then put it back into play by throwing, punting, etc. In my area that modification goes up through U10. You'll have to ask your assignor if it applies to U12 games in your area.
