A purposeful header by underage players in the US covered by rule shall result in an indirect free kick awarded to the opponent at the spot of the infraction. While the rule refers to U10s some states have included U11s

In USA, soccer the new youth rule for that age group permits an INDFK from the point of the deliberate header subject to the special circumstances in the goal area close to goal where the ball is moved back to the goal line. Be sure and confirm with your regional authorities.
