Question Number: 30126League Specific 2/19/2016RE: Adult UNNI BHASKARAN of Ernakulam, Kerala India asks...Can do a two -man penalty in seven a side football during play time? Answer provided by Referee Richard Dawson Hi Unni, if this was a mini match outside on a smaller field unless the ROC has bylaws like indoor soccer prohibiting such an event then possibly. Seems rather redundant though. Cheers

In Futsal (indoor soccer played under proper FIFA laws), the laws state that the shot must be taken. So, a pass would be illegal. 7-a-side is a version without official, international laws of the game. So, each competition will make their own rules. It might be allowed, it might not - you may want to ask the referee.
