Yes, this is a new rule in the 2015-16 NFHS Rules Book: (3-3-3(e)
Since the clock is stopped when bench personnel are cautioned or disqualified, substitutes from both teams who have already reported may be beckoned by the referee and may enter the field of play. Previously, there was no provision for substitutions to enter during this type of stoppage.
Please note that the substitutes must have reported before the stoppage for the caution/disqualification occurred.
