It all depends on the competitions rules. Many Leagues have a forfeit rule which is the award of points to the host team with a score line of 3-0 and probably a monetary fine for the team failing to travel.

The referee only reports the fact that one team did not show - he doesn't award points/goals to the team. The competition authority is responsible for that, and different leagues are different. Usually the team that shows receive 3 points (as they would for a win), and usually either 2 or 3 goals are awarded.
