Question Number: 28893 10/23/2014RE: Intermediate Under 13 Phil of Tarzana, CA United States asks...This question is a follow up to question 28871 Thanks for the kind words & all the advice. I've learned a lot from the volunteers on this site over the years & appreciate all the time & effort that all of you provide. Of course, if the IFAB really wanted to accomplish their purpose, they could simply say that if a member of one team tells the other that the ball will be uncontested (which itself can't be a foul because the ball isn't in play) & then that team plays the ball when it's dropped, that the touching would be considered a foul (based on deceit) & result in a free kick for the defending team. I mentioned this issue to one of the experienced refs in are league (25 years) & he laughed & said one reason the rules are 'clarified' each year is that the IFAB takes yearly vacations to exotic locations & then takes a tax write-off. lol Answer provided by Referee MrRef All behalf of all those panel members who volunteer their time and energy in responding to the myriad of question, queries and situational weirdness you out there in the land of soccer care to send us!
