The amnesty will only come into effect at the quarter final stage. Two yellow cards before that results in a suspension for the next game.
So unlike regular league play where a player needs to accumulate say 5 cards for a suspension in the WC referees seem to be hesitant about issuing cards except for "must" situations. In the Brazil v Cameroon game the deliberate push on Neymar off the field of play with the ball out of play would normally draw a caution. Here it was a stern talking to.

We've seen few yellow cards in the group stage than in 2010 or 2006. Is it leniency or the effect of the accumulated yellow rule?
