Not any longer. IFAB amended the dropped ball Law last year to state that a goal cannot be scored directly from a dropped ball. It is now a goal kick or a corner kick depending on who last kicked the ball.

The recent law change requires that the ball be touched twice to score a goal. (Since there is no double touch infringement for a dropped ball, the second touch can be by the same player.)
