It is a matter for the competition organisers and the competition rules.
Many competitions rules have a forfeit clause which includes 'no show' by a certain time. Generally if a League follows FIFA's sanction it is an award of the points to the opponents with a 3-0 score line.

View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham Each league decides what the grace period for a team will be and how to treat forfeits. I've seen some leagues provide for points to be awarded as if the score was 1-0; and some as 3-0.
