Eddie of Newcastle, Uk asks...

If a keeper kicks the ball out of his hands to a forward who receives the ball directly while in a offside position, is he offside?

Hi Eddie
It depends if the team mate of the goalkeeper was in an offside position at the moment of the kick by the goalkeeper.
It cannot though be offside if the player in an offside position receives the ball directly from a goal kick, throw in or corner kick.
At all other times including a punt or a throw from the goalkeeper offside does apply as the ball is in open play.

The offside law applies to punts by the keeper. If the forward was in offside position when the ball was last touched by the keeper, the forward is ineligible to play the ball.

Assuming the forward was in the offside position the moment the ball touched the keepers foot....the answer is YES.
