Answer provided by Referee Dennis Wickham Tradition. Ken Aston introduced and standardized the assistant referee flag after World War II. In earlier years, the assistant referees used the pennants provided by the home team (in the home team colors).

The Assistant Referee with the red (or red-trimmed) flag is the Senior Assistant Referee. This also helps the referee assessor to identify who is the Senior Assistant Referee. The 'less senior' assistant referee carries the Yellow or yellow trimmed flag. In the Premier League it is not unusal to see the senior AR with a diamond patterned flag while the other assistant carries a plain yellow/flouresecent flag.
