The defender's hand is closer to the goal line than green dashed line. Defender's hand is not included in this rule? (As well as the opposition attacker?)

Only parts that can legally play the ball are considered in determining offside. The attacking player's hand is not considered as if the player uses his hand deliberate handling would be called.
Likewise only parts of the defender's body that can legally play the ball determine the offside line.
