Time is called at quarters for subs. How is the restart done?

AYSO rules provides for a substitution opportunity at a natural stoppage in play sometime near the middle of each half.

It is not customary to stop play simply to permit substitutions. Thus, the restart ordinarily would be for the reason play had stopped. If the referee stops play only for subs, however, play would restart with a dropped ball.

Hi Ronald
Unless there is a local underage competition rule, the game is never stopped for a substitution. The referee waits for a stoppage in play and then after the process is completed the game is restarted in the normal way, that is the reason for the stoppage which can be a throw in, goal kick, free kick etc.
If the game is stopped for any reason other than those mentioned in the Laws the restart is a dropped ball from where the ball was when play was stopped.
