Too difficult to say for certain. It certainly looked like Reus was slightly ahead of the ball and also slightly ahead of the 2nd last opponent which placed him in an offside position.
At speed this is almost impossible to detect without technology. It would have looked like no offside offence due to the movement of the ball relative to Reus plus Red 21 defender's movement after the ball was played to try to prevent the goal.
Also it did not look like there was any protest from Bayern Munich players.
On balance I think the only decision that could have been made was to allow the goal.
