Question Number: 27523Law 8 - Start and Restart of Play 6/13/2013RE: Competitive Other Mike of New York, NY USA asks...If the ball is in play and one player from each team commits a foul on each other, what is the proper restart for offsetting fouls? Would it be a drop ball? Answer provided by Referee Joe McHugh Hi Mike
For simultaneous foul committed by opponents the restart is a dropped ball from where the ball was when play was stopped.
Now experience tells us that fouls rarely if ever happen at the exact same time.

My approach (when in doubt about which one was first) is that the attacker committed the first one. YMMV.
