Question Number: 26954Law 11 - Offside 10/29/2012RE: Adult mladen of skopje, macedonia asks...is this an offside? i heard according to a new regulation in serie A (maybe FIFA and UEFA) that this IS AN OFFSIDE. http://www.youtube.com/watch?v=8KIkh6gPppo Answer provided by Referee Joe McHugh Hi Definitely not offside and the goal should have counted. The scorer is clearly in an onside position when the ball is last touched by a team mate and the ball rebounds to him off the frame of the goal so there is no offence. Poor call by the AR and the Laws of the Game are the same in Serie A with no new 'regulation'. IFAB, the international body with responsibility for framing the Laws is the only body that can change the Laws or provide a new interpretation and there has been no change in the offside Law 11 since 2005. What has happened in Serie A this season is that the League has decided to adopt the Additional Assistant Referee experiment. Two AARs are positioned on the goal line to assist the referee. However I cannot understand what communication between the officials is going on here. The AR has the best view and responsibility for the offside call and the AAR is not positioned to view offside. So it should be a discussion only between the CR and AR. I'm unsure how the incorrect decision was arrived at looking at the video.
