The restart is a dropped ball from where the ball was when play was stopped.
I would question why play was stopped in the 1st place if there was no injury or no foul.

View Referee Joe McHugh profileAnswer provided by Referee Gary Voshol Play would likely have been stopped for a foul. Therefore it would restart with a free kick, or a penalty kick since this was probably inside the penalty area. An accidental collision could be called as a careless push, tackle, etc which are fouls listed in Law 12.
If there was no foul - it was an inadvertent whistle from the referee - then play would restart with a dropped ball.
