No. A goal is scored if the whole ball passes the whole line, between the goalposts and under the crossbar.

It's the same for any boundary line - if any part of the ball is on or above the line, it's still in. It needs to wholly cross the line to have crossed it.

All of the ball must cross all of the line for a goal to be awarded or for the ball to go out of play.
