Question Number: 25561

Law 11 - Offside 10/6/2011

RE: any Adult

Peter of Chicago, IL Cook asks...

Hi, I have 2 questions.
Q#1 I have a question around offside. For example: an attacking player is in an offside position. Before he has a chance to return to onsite position, a ball is kicked to him by one of the opposite teams defenders (lets say that the defender wanted to pass the ball back to the GK and didnt realized that the attacker from the other team was in him path). Is this an offside?
Q#2 Game ends in a tie, but there has to be a winner, so both teams are ready to shoot PK. At that time, can a GK be substituted " GK is NOT injured?

Answer provided by Referee Joe McHugh

Hi Peter
1. Offside only applies when the ball is played by a team mate. A deliberate play by an opponent to a player in an offside position cannot be offside
2. The goalkeeper cannot be replaced during kicks from the penalty mark if he is not injured. It is however a matter for a team to decide the fitness or otherwise of the goalkeeper. He also cannot be replaced if the team has used all its quota of substitutes during play.

Answer provided by Referee Gary Voshol

1. Offside is only considered on plays/touches of a teammate. No offside here.

2. No, the goalkeeper cannot be substituted after the match ends and the KFTPM phase begins, unless the keeper is injured. However, any other player on the field could switch positions with the goalkeeper.

Answer provided by Referee Dennis Wickham

When an opponent has possession and control of the ball, every player on the other team is eligible to participate in play regardless of position. Offside position will be judged the next time a teammate touches the ball.

After the final whistle, only those who were players at the end of the match (including added time) are eligible to participate in the kicks phase. This means that any field player can change places with a goal keeper. No substitute may enter for a field player. A substitute may enter for a goalkeeper only if the keeper is injured.

Answer provided by Referee Keith Contarino

#1. No. Offside is only judged when the ball is touched or played by a teammate, never an opponent as in this question.

#2. No. Only if the keeper is injured could he be substituted for once the kicks phase begins. However, a goalkeeper change may take place with any of the players participating in kicks from the penalty mark
