Answer provided by Referee Gary Voshol

There are 2 conditions for offside position in Law 11, and both must be met: 'he is nearer to his opponents' goal line than both the ball and the second-last opponent'.

In addition, there are 3 exceptions when a player is not in an offside position:
'he is in his own half of the field of play or
'he is level with the second-last opponent or
'he is level with the last two opponents'

So if the player remains behind the ball, he can never be in an offside position regardless of the position of the opponents. If not in an offside position, no offside infraction can be called.
