Can a goal keeper score directly by punting the ball from his penalty area?

Of course. The ball was in play, the keeper punted/kicked it, the opposing goalkeeper did not keep it out of her net - voila! Goal!

Yes. The ball is in play on a punt and there has been no infringement of the laws. In theory, a goalkeeper could throw the ball into the opposing ball (assuming the keeper could throw it 80 yards or so.)

Indoor and small field rules limit how far one can kick/throw the ball, but not TLOG.

Unless you are playing lower age small sided soccer where they prohibit this in some areas.
