Question Number: 24705Law 13 - Free Kicks 3/19/2011RE: Competitive Adult Chris Orme of Sydney, NSW Australia asks...This question is a follow up to question 24696 If a direct free kick is awarded on the 18 yard line then the correct restart would be a penalty kick. The lines of the penalty area are deemed to be a part of that area. Answer provided by Referee Joe McHugh Hi Chris That is indeed correct. The difficult part is determining the position of the offence.

View Referee Keith Contarino profileAnswer provided by Referee Michelle Maloney If the spot of the foul occurred just outside the penalty area, the ball could be placed correctly on that spot even though it causes part of the ball to break the plane of the penalty area line. The determination of penalty kick or direct free kick depends on the situs of the foul. If the foul occurred ON the penalty area line, then you are correct that the proper restart is a penalty kick. Our previous answers to Question 24696 should have covered this possibility, as the question was ambiguous as to where exactly the foul occurred.
