Question Number: 24310

Law 8 - Start and Restart of Play 11/13/2010

RE: College Adult

Chad of Rohnert Park, CA USA asks...

A direct free kick for team A is to be taken about 20 yards from the goal team A is attacking. They mess up the free kick and all the players run over faking leaving no one to actually take the kick. The referee then cautions a player from team A for wasting time (unsporting)and then awards an indirect free kick to team B at the spot of the ball.

My question is, Should it not still be a direct free kick for team A? Yes they were cautioned for unsporting, but the ball was never put into play. Is this not equivalent to being cautioned while play is stopped?

Answer provided by Referee Joe McHugh

Hi Chad
You are indeed correct. As the ball was not in play any misconduct that happened does not change the restart which should have been the original direct free kick.

Chad, since play has to be restarted for the reason it was stopped, you are correct that DFK must still be the restart. I am puzzled as to who the ref picked for the caution but that's another story...
