Question Number: 23681Law 11 - Offside 7/17/2010RE: AYSO Under 13 Bryan Avenetti of Upland, California USA asks...Is it possible to be offside on a 'drop ball' restart? Answer provided by Referee Gary Voshol There is no offense if someone receives the dropped ball while in an offside position. This is because the referee puts the ball into play, when it hits the ground.
Note however that upon the first touch on a dropped ball, which usually happens immediately after the ball hits the ground, offside comes into effect again. So if the referee drops the ball, Blue #1 kicks it first, and then it is played by Blue #2 who was in an offside position at the time of the kick, offside will be called.

Refree Voshol is indeed correct. When the ball hits the ground it is in play and normal play resumes. So if the ball is kicked by a player to a team mate in an offside position and he touches the ball or interferes with an opponent offside is called.
