Law 11 - Offside 5/9/2010

A question relating to offside and when the ball is technically 'played'. A player is in an offside position and in active play by distracting a defender, as the ball is brought towards that defender by an another attacker coming from an onside position. Should the referee use the discretion that in the opinion of the referee there was an offside offence or should he wait until the ball is released by the attacker ?

Hi Referee Mark
It is not an offence to be an offside position. If the player with the ball is dribbling the ball forward he can continue on doing so and there is absolutely no offence. He can also pass the ball to a team mate in an onside position and again there is no offside offence. If and when the player plays/touches the ball to a team mate in an offside position that is an offence when that OSP player interferes with play by touching the ball or he interferes with an opponent. The moment the ball is played by the player in possession is the moment that offside positions are determined.
