Question Number: 22393Law 8 - Start and Restart of Play 10/30/2009RE: Rec Under 13 Barry Weiner of Mundelein, IL USA asks...We stop briefly at the quarter mark of each half. What is the proper restart? My feeling is let the team who last had it take if from that position. Thanks. Answer provided by Referee Joe McHugh Referee Weiner Depends on how much time is involved in the stoppage and if player leave their position for a water break plus coaches coming onto the FOP plus substitutions. Unless it is specified in the competition rules I would restart with a kick off with the team losing the toss taking the first two KOs and the winner taking the last two ie half time and 3rd qtr. It also imposes a discipline on restarts such as the positioning of players and does not give an advantage either way.

View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham AYSO rules for youth play provide for substitutions at a regular stoppage of play midway through each half. Play always restarts for the reason play was originally stopped (throw-in, goal kick, free kick, etc). There is no reason to stop play just for the substitution break, and they usually can find a natural stoppage near the midpoint. Your league might want to try the same approach.
