Can a referre throw the ball behind him over his head when restarting the game with a dropped ball?

No. Dropped means dropped. The ball is held in an open hand about waist height, and then the hand is removed.

I once saw a referee ram the ball into the ground using an overhand power slam so the ball hit and bounced so quickly the teams were kind of stunned. He yelled 'Its dropped lets play!
One might assume he was being a butt head but no, it was his idea of interjecting fun! I can not fault enthusiasm but as a neutral official one can not change the restart venue procedure to match ones concept of interjecting some life into a boring game.
A drop ball is to be dropped according to the law and while the referee has a measure of control of who we drop to and when. The why, how and where are specified in law!

I suppose someone could do that, but it wouldn't be a proper restart under the Laws of the Game. Besides, that would make it more of a 'thrown ball' instead of a dropped ball, hey?
