Question Number: 21319Law 8 - Start and Restart of Play 5/11/2009RE: Under 16 Dinio Patrikis of Monroe, NY rockland asks...The ball gose out of play for a throw in. two player start pushing each other in the penalty box the Ref sees the defender retalate and red cards him. What is the restart. Answer provided by Referee Michelle Maloney Well, let's see...the ball is out of play for a throw-in, so the restart is a throw-in. There, that was easy! Misconduct (yellow & red cards) that happen during dead ball situations do not affect the restart at all.

It does not matter which team will be taking the throw -in, the player shown the red card must leave the field area and his team plays a player short. Throw in for the team who did not last touch that ball before it went into touch. If play is stopped ANY further action BEFORE the ball is put BACK into play is ONLY misconduct! The referee deals with that misconduct by the nature of its content and the needs of the overall match. FIFA QUOTE ***************************************Disciplinary Sanctions The yellow card is used to communicate that a player, substitute or substituted player has been cautioned. The red card is used to communicate that a player, substitute or substituted player has been sent off. Only a player, substitute or substituted player may be shown the red or yellow card. The referee has the authority to take disciplinary sanctions from the moment he enters the fi eld of play until he leaves the field of play after the final whistle. A player who commits a cautionable or sending-off offence, either on or off the fi eld of play, whether directed towards an opponent, a team-mate, the referee, an assistant referee or any other person, is disciplined according to the nature of the offence committed.****************************************END QUOTE One could hope the AR contributes to this as retaliation does often get seen where the initial crap was missed. As referee I often delve into the why is this stuff occurring rather than react with a card right away. ALWAYS check wit the ARs and 4th if present. In cases like this where unlimited substitutions or non professional matches I have even suggested to coaches, "I am sure you want to substitute at this time for these tired combatants as these two REALLY are looking red in the face!' I have ahem, allowed the substitution procedure to be adjusted to accommodate players coming in from the benches instead of already being at centre prior to the stoppage If the action is a blatant red card, punch in the face, kick in the groin basically no choice stuff, you are limited to options. That said, verbal rip a strip, use a substitution to correct the testosterone flow, caution show yellows to one or both or if the deed(s) are so foul send off and show the red cards! The restart remains for WHY you initially stopped play, in this case the throw -in! Cheers
