This question is a follow up to question 19993

Since Yellows aren't given out at AYSO u-10, if a goalie continues to reposition the ball, i.e. moving it from left to right after placing it once, for a goal kick despite previous verbal caution, would an IFK or PK ever be awarded since theoretically the ball isn't yet in play?

No. You're stuck with the proper restart which would still be the goal kick. You might want to blow your whistle, get the keeper and walk him to his coach where you could then tell the coach that the kkeper is being very disrespectful and ask the coach to instruct the keeper to comply with your wishes. You wouldn't really want to award PK to the opponents for a keeper wasting time would you?

Can not change the restart! The impish behaviour is either the wee one is so dense, the coach so foolish or the authority of the referee is so weak it creates this. I cannot imagine this occuring more than once possibly twice where a simple verbal NO solves it.
