How many people con be in the circle on a kick off?

Matt the entire team taking the kick off can be in their half of the circle at the kick off! The opposition could not be in their half of the circle but could stand around the boundry to be ten yards from the ball at kick off. I can not fathom why that would be a good idea athough it would look funny

The entire team taking the kick may be in their half of the center circle and none of the opponents may be. Why a team would do this is beyond me but it would be legal for all of them to be there at the taking of a kick-off.
