If the goal keeper has possession of the ball, and he steps over the goal line (and the ball hasn't gone over the line.)
Is it a goal, or no goal?

Law 10 says a goal is scored when the whole of the ball has crossed the entire goal line. So, what matters in your situation is the location of the ball, not the keeper.

If the ball hasn't wholly crossed the line, it is not a goal.

A goal is scored ONLY when all of the ball crosses over all of the goal line between the goalposts and under the crossbar in accordance with Law 10. Doesn't matter where the keeper's feet are, only matters where the ball is.
