Ben Citrin of Madison, Connecticut United States asks...

Hi,

A goal has just been awarded to team A, so team B has kick-off. The player on team B dribbles up the ball instead of passing it. Since the player on team B touched the ball twice without anyone else touching it, the whistle is blown, and and the referee gave an IFK to Team A. Is this the correct call, or should the kick-off be done again?
