at a kick off/start, how many players can there be around the ball? i mean inside that circle? one? at least two? all of them?

Not sure how practical or for what reason, however, on the side of the team doing the kick off, all 11!
No one from the opposing side is permitted inside but all their 11 can line up along their half of the centre circle if they so wished!

All of the kicking side can be in the circle; none of the other. And everyone must be in their own half.

No defenders can be inside the center circle. The attacking team can have as many as they way.

No opponents may be inside the center circle. Theoretically ALL the players on the kicking team may be inside the center circle as long as they stay on their half of the field.
