Question Number: 18777Law 7 - Match Duration 4/13/2008RE: old Adult BRIAN SEAL of WHITEHOUSE STATION, NEW JERSEY USA asks...IST HALF WISTLE BLOWS AFTER THE ASSISTANT REFEREE HAS RAISED HIS FLAG FOR A HAND BALL IN THE BOX. EVEN THOUGH THE HEAD REF (CENTER) HAS THE OFFICIAL CLOCK THE FACT THAT THE WISTLE WAS BLOWN AFTER THE FLAG WAS RAISED BRINGS UP THE QUESTION. CAN THE HALF END ON A HAND BALL IN THE BOX WITH A PENATY KICK. OR DOES THE CLOCK EVEN THOUGH THE WHISTLE WAS BLOWN AFTER THE ACKNOWLEDGEMENT OF THE FLAG AND HAND-BALL OVER RIDE ANY ACTION ON THE FIELD? If the referee accepts the AR's determination that a foul was committed inside the penalty area before time expired, then the half should be extended to allow taking of the penalty kick. And only the kick - no rebounds, second chances, followups, reverse breakaways, etc. Just one kick.

View Referee Gary Voshol profileAnswer provided by Referee Keith Contarino If the referee accepts the ARs signal that a penal foul has occurred inside the penalty area before time expired, then time is extended for the taking of the penalty kick. It should be noted that after the kick is taken, no one may kick the ball again and the kick is over when the energy in the ball is spent or the ball goes out of play.
