was there a time in football when both linesmen ran the full length of the pitch?

Answer provided by Referee Chuck Fleischer

Before they became linesmen in 1891/2 they were on the pitch as umpires. There was another gent off the pitch who was referred to when there were disagreements between the two umpires. When the gent referred to came on the pitch he became the referee and the umpires took their positions as linesmen.
