Can a goalie score a goalie by punting it directing into the opponets goals?

That would be yes, though I think it unlikely from a player of the age you mention.

Yes in actual FIFA law but I will assume a very short field though. If the field is shortened to where this could occur it is possible a local ordinance could be derived to stop it? Cheers
