I do have a nitpick before I answer your question. Let's rephrase the question this way: "When is the ball in or out of play?"

The ball is deemed out of play when, while it is in play one of these occurs:
1. The ball wholly crosses the touchline (long sidelines) or the goal line (short endlines). By saying wholly over the line we mean that 100% of the ball has gone completely 100% over 100% of the line. So there must be some dicernable space between the ball and the edge of the line it's going over. It can happen in the air or on the ground. It matters not if it hits the ground. If the goalkeeper picks up the ball and his feet are off the field of play doesn't mean the ball is out of play - if the ball is still over the field it's still in play.

2. The referee stops play. - Anytime the referee needs to blow his whistle and stop the game the ball is considered out of play.
