One of the bullet points is: * the referee gives a signal Normally that signal is a whistle, but it could be an arm motion or talking to the players. It would be best if the ref is consistent. If she whistles for the kickoff at the beginning of the game, she has established his "signal" and should continue to use it throughout the game.
