At the beggining of a game and after a goal is scored, are you allowed to tap the ball backwards to a player on a kick (in FIFA rules) ???

No. On a kick-off the ball is in play when it is kicked and moves forward. If kicked directly backwards, it has to be retaken

In order for the ball to be in play from a kick-off it must be kicked and it must move forward.

Retake anything less than this standard.

No need to state FIFA rules in my opinion. These are the only laws that the game should be played to. They are the official laws of the games, and I will always answer and referee to these laws. I very much recommend any1 else to do the same and not get involved with leagues that adopt changed rules...it is not beneficial the development of a referee. As Ref Contarino and Ref Montanino correctly state, the ball is only in play when it is kicked and moved forwards from a kick off.
