Question Number: 15608

Law 10 - Method of Scoring 5/26/2007

RE: Under 17

koffie of Pta, gauteng South Africa asks...

What happens when time is up and it's a draw

Answer provided by Referee Gary Voshol

Sometimes a draw is just a draw. The game is over and we all go home. When a winner must be determined, Law 10 tells us:
When competition rules require there to be a winning team after a match or home-and-away tie, only the following procedures, which have been approved by the International F.A. Board, are permitted
? Away goals rule
? Extra time
? Kicks from the penalty mark

Following Law 17 in the Laws of the Game, we find procedures to determine a winner. It says:
Away Goals
Competition rules may provide that where teams play each other home and away, if the scores are equal after the second match, any goals scored at the ground of the opposing team will count double.
Extra Time
Competition rules may provide for two further equal periods, not exceeding 15 minutes each, to be played. The conditions of Law 8 will apply.

Then there is also a lengthy description of Kicks from the Penalty Mark, which I will not quote here. It can be found on page 27 of this pdf document - http://www.fifa.com/documents/fifa/laws/LOTG2006_e.pdf

Answer provided by Referee Steve Montanino

Well... It's a draw!

Now if you need to have a winner see Ref Voshol's response above and also refer to your local league rules for tie breaking which will be the finaly authority for your league.

Barring the need for a tie breaking proceedure - pack it up and go home!

Answer provided by Referee Chuck Fleischer

The Laws of the Game specify a means of determining the winner of a match should one be required, as the away goals rule, two additional 15 minute periods of play and followed by, if necessary, kicks from the penalty mark.

Regards,
